Control of blogging?

I just joined a really interesting conference call regarding that state of blogging now. The conversation stemmed from the fact that there was an incident last week that generated a lot of controversy. A blog that was posted got many comments that could be deemed violent and negative towards women. Should these comments that people posted to a blog be taken seriously and if so, how do we as there is so much anonymity involved in this world?

We discussed the following:
-Should there be a Code of Conduct for cyberspace?
-How can we avoid people feeling violated on the 'Net?
-How can we be in a community in a networked world?
-Should blogging be changed--it has been around for a while now (10 years), so do we need to advance this technology?
-Need to be careful about making judgments though when thinking about good/bad
